
The Delhi Assembly’s Monsoon Session on Monday saw MLAs raise concerns over stray cows on the streets of the national capital. They also raised questions surrounding illegal construction and alleged corruption.
During a discussion on matters of public importance under Rule 280, several legislators spoke about abandoned cattle and the problems they face on Delhi’s roads. They said some cattle owners leave their cows on the streets after extracting milk from them. Apart from leaving the animals vulnerable, this also creates problems for traffic and commuters. They also pointed to the difficulties that people face when owners leave cattle to move around busy roads and public areas.
MLAs also questioned how the Delhi Assembly and the authorities are currently dealing with the stray cow issue. They raised concerns about the response of MCD employees when a cow gets involved in an accident.
Delhi Assembly Raises Stray Cow Issue

MLAs discussed the condition of stray cattle at length during the proceedings. They questioned how authorities are currently dealing with the issue. Additionally, they raised concerns about the response of Municipal Corporation of Delhi (MCD) employees when a cow gets involved in an accident.
Members said the issue is closely linked with public sentiment. They urged the government to take steps to deal with the situation. They also sought greater clarity on the measures that authorities are taking to manage the problem and respond to complaints related to stray cattle.
Speaker Vijender Gupta then directed the MCD Committee to submit a detailed report on the matter. The report will include information on the total number of cows in Delhi, the number of functional ‘Gaushalas’ or cow shelters. It will also note the steps that the MCD is taking to address the problem.
The direction came as the Delhi Assembly discussed the concerns surrounding stray cattle. It also discussed the way authorities are handling the issue across the city. The committee expects its report to provide details about the existing arrangements and the steps that the civic authorities are taking.
Illegal Construction Also Discussed

The discussion later shifted to illegal construction and alleged corruption. It lead to a sharp exchange in the Assembly.
BJP MLA and Deputy Speaker Mohan Singh Bisht raised the issue in connection with his constituency, Mustafabad, as well as other parts of Delhi. He alleged that corruption was widespread in the building department. He further raised concerns over the manner in which authorities were handling construction-related matters.
AAP MLA from Okhla, Amanatullah Khan, also raised the issue and alleged that authorities were specifically targeting Muslims in the name of action against illegal construction. The allegation added another point of contention to the discussion taking place in the House.
Speaker Vijender Gupta intervened during the discussion. He said that authorities should not connect administrative action against illegal structures to any particular community. He stressed that authorities should handle illegal construction cases solely on administrative grounds.
Three Bills Introduced in Delhi Assembly
Alongside these discussions, the House also took up its legislative business, with the government introducing three bills. The proceedings therefore included both civic concerns that MLAs raised and legislative matters that the Delhi Assembly considered.
Information Technology Minister Pankaj Kumar Singh sought the leave of the House to introduce The Delhi (Right of Citizen to Time Bound and Ease of Delivery of Services) Bill, 2026, listed as Bill No. 09 of 2026.
Urban Development Minister Ashish Sood moved to introduce The Delhi Urban Shelter Improvement Board (Amendment) Bill, 2026, listed as Bill No. 10 of 2026.
The government also introduced The Delhi Private Universities Bill, 2026, listed as Bill No. 11 of 2026, in the House.
The Assembly’s proceedings on Monday thus covered a mix of civic and legislative issues. Stray cows, the functioning of MCD authorities, illegal construction and allegations of corruption. These remained among the key matters that MLAs discussed during the session.
The stray cow issue remained one of the concerns that the MLAs raised. The introduction of the three bills, however, marked the legislative part of the day’s proceedings. The discussions showed that the Delhi Assembly dealt with a range of issues during the Monsoon Session, from problems affecting residents on the city’s roads to questions surrounding construction and government functioning.
